AITA for being uncomfortable from a man following me around despite him having a physical and possibly mental disability?

Hello! I’ve never posted on here but I (21 F) frequent a gas station near my house and I have had three interactions with this man and are very conflicted. I walked into the gas station a few days ago around 8 pm with my younger sister (6 F) and we were grabbing drinks and snacks for a gaming night. Knowing she is young and pretty small, my job is to protect her and I take that very seriously. I walked in and noticed this man but didn’t think much of it and continued to the drinks, my sisters hand in mine. While getting drinks, he walked towards us and I kept an eye on him but didn’t engage since he hadn’t given me a reason to question him. While I was getting my drink, he stood directly next to me (no less than like two feet) and began muttering and violently twitching. I didn’t interact and made sure my sister was on the opposite end and I quickly tried ushering her out. He followed us to the cash register and I quickly got my sister into the car before anything could happen. (Note that it was busy and if he needed help he could have asked anyone else or someone who worked there). Now for today, it was my day off so I went into the same gas station around 2 pm and was chatting with the workers. I ordered some quick food and was grabbing a drink when he came in. He didn’t see me at first since he was at the registers but when he did notice me, I was now waiting for my food. He was standing around 3 feet away from me with an empty cup staring. I didn’t engage and hoped he would leave me alone but he didn’t. A few workers watched for a minute until he came over and asked if I wanted a “free drink”. I agreed and walked over towards the drinks on the end of the gas station. He followed me about a few minutes later but thankfully I saw him coming and looped around the other end and grabbed my food. I thanked the guy at the register who told me everytime I would move he followed me. I left freaked out again. I told my mom this because being a short woman I thought she would understand. She said I was being insensitive to his disabilities and I shouldn’t judge him and help him because he clearly thought I would help. I feel like I shouldn’t be his savior? I’m not ableist but also I don’t like creepy behavior and following me around especially with my young sister is horrifying! AITA for being uncomfortable? Should I have handled it differently?
